Did you cycle your tank first? What size is your tank? Did you make sure to use dechlorinator on your water? Also he may just be stressed, but it sounds to me like something is wrong. Answer my qustions and I will do my best to help.

10 gallons is OK for an oscar that is 1-2 weeks old. If taken care of properly that will easily outgrow 10 gallons in 3-4 weeks.

You didn't answer if you cycled your tank. You need to use ammonia to cycle your tank before adding any fish. The cycle builds up nitrifying bacteria that break down fish wastes and convert them to less toxic forms. If you have not cycled your tank, you need to start changing water alot. Normally a fishy cycle is done with 1 or 2 little fish so the ammonia stays low, but you still need to change water everyday or they will die. In your case, having an oscar in a 10 gallon tank, you are probably going to need to change water twice a day for the next 6 weeks.

Well, went you get any new fish you should let the bag float at the top of the tank, so the fish in the bag can get use to the water temp. in the tank. It has to float for at least 15 minutes, because if you just pour it in the tank you could kill the fish; if the water is too cold and that kind of fish cost to much to be killing off.
