Who knows?
America put the Taliban into power & supported their killing of women & children. The American CIA put Saddam into power and supported him during his murdering campaigns.
American actions in Cambodia put Pol Pot into power. They also put the sadistic Pinochet into power. They supported the contras in Nicaragua. They supported Saudi Arabia and ignored the massive Islamic terrorism within the country. They used violence & terror to overthrow Iran's democratic leader & put the dictator Shah of Iran into power. They support the Uzbekistan government’s torture & human rights abuse; they currently support & aid the MEK/MKO terrorist group. They back the Israeli use of cluster bombs on civilians. They provide finance & support to the Indonesian government’s oppressive & inhumane treatment of civilians, etc. etc. etc.
That’s just the few that come to mind, but there are dozens more….

Its all politics. There are "no good or bad guys". No permanent friends, just permanent interests. I doubt that the US and UK create dictators per se. If those they had common interests in in the past become dictators, well thats just the way things go. Saying that, a dictator or a perceived dictator always make a good target, to divert political pressure away from domestic issues, amongst other things.
Looking at it from the other point of view (the supposed dictator). They can easily use US and UK perceived high-handedness as a rallying point to build a cult for themselves. Any competent power broker can rally at least some people to their cause by manipulating the prevalent anti-US feelings around the globe, especially in the middle east. They can use religion, race or whatever else they can think of as a pretext.
Catch 22 situation (did I say that right? English iis not my native language). To exert their might to stop the "dictators" may only play into his hands unless you opt for an all out war, placing the economy under even greater strain. To back out, is somewhat like admitting defeat.
Again, US don't directly create dictators, but their actions may indirectly cause the uprising of dictators. Then again, if they take no action.... well, its not easy being a superpower.

NONE. And we didn't create Saddam's dictatorship either. Nor did we put the Taliban or Khmer Rouge in power, cracker! The Taliban took over Afghanistan in the 1980's and the Red Chinese, Soviets, and North Vietnamese helped the Khmer Rouge rise to power!
