Luthor was always bald in the comics, but there are two reasons. One is that he was supposed to have been Superboy’s friend (back when there was a Superboy, not like in the Smallville show.) Superboy did not have too many friends who were on his intellectual level, and he liked Lex. Superboy built Lex a laboratory where he could do experiments and things.
Lex developed a form of artificial life, which would have won him world wide fame and fortune. Nobel prize, etc. But spilled chemicals in his lab caught fire. Superboy saw the fire and saved Lex’s life by blowing the flames out. But the chemical fumes caused his hair to fall out instantly,. Lex decided that Superboy was jealous of his great invention, which he could not recreate because all his notes burned as well. He figured Superboy had made him bald deliberately to mock him. So he hated him ever since.
After the DC reboot following Crisis on Infinite Earths, Luthor was just an unscrupulous businessman, and he and Superman had never me before they were in Metropolis. So the Smallville show is a little aside from the current ‘continuity’. He was always bald, I’m not sure if they showed him losing his hair at an early age or if he shaved it off.
But there is another reason, which most people forget. The original Superman, from Jerry Siegels’ s/f story, The Reign of the Superman, in 1936, was a bald villain! He could do several things which nobody else in the world could do: read minds, see what was happening anywhere on the planet, cause his image to appear anywhere, etc. He took over the world, or tried to.
When they were trying to develop an original comic book character, Jerry Siegel decided to make his ‘superman’ even MORE super. And when they needed an arch villain to appear against him again and again, he obviously dropped back to his original idea of a bald villain. So that is where Luthor originally comes from and why he is bald.

in accordance to Smallville it occurred while the meteor that further Clark to Earth landed all of Lex's hair fell out, it grow to be interior the 1st actual episode of the sequence. you've the skill to work out it on the DVD's.
