If they don't have to be new (and these aren't all full girl bands, but they've got female vocals)-
The Slits- One of my top five- maybe top two- favorite groups. Post punk.
Bikini Kill- One of the best riot grrrl bands of all time.
The Avengers- Pure punk.
Bratmobile- I don't listen to them all that much, but I hear they're pretty good.
The B-52s are fun, but more punk INSPIRED than actual punk.
The Distillers- Grungey punk, but very cool.
X- the vocals aren't STRICTLY female (guy and girl), but Exene Cervenka (sp?) does the female parts, and she kicks ***.

try Sleater-Kinney (not really pure punk but great).
Yeah Yeah Yeahs are also a great three piece band with female singer.

There is an all-girls band called "Kittie", but they're kind of metal sounding.
