You sound like you should be asking Mommy or Daddy this question.
However - the answer is no, they can't. Even without ejaculation, enough sperm to create a pregnancy or transmit a disease escapes during intercourse. So... if you are being told by some boy with raging hormones that he has control over this, trust me - he is lying thru his teeth.

It depends on what you mean by sperming. If you mean ejaculating, the answer is yes. If you mean releasing sperm, the answer is no, not without a vasectomy.

You can block the release with a vasectomy, you can use drugs to restrict or even stop production. But it is not a thing one can will. Be well.

No, not really if they are at orgasm. They can hold it for a second longer, but it has to shoot out some time.
