The PBR descriptor2 is your main boot partion, ie where windows starts up. If you have a current copy of all your data then just use the Dell HD restore CD/DVDs that came with the machine. If not Dell phone support...might (depending on who you get) walk you through how to backup your saved data via Dell Boot Prompt. After you have all of your data just restore the system using the original Dell CD/DVDs and it will run fine again.

NOTE: Using the restore CD/DVDs will format your hard drive and you will lose anything program and data wise you have installed

What happens when you restart? I would clean my drive, dust it, then I would make sure it's not overheating, try a system restore back to a time when it was working, and check in the control panel under system maintenance and run the checks to see if it shows hard drive problems there.
