I'm not a doctor, but accupressure/accupuncture may help.

How long has it been? It can take up to a year for the feeling to come back if a nerve is damaged. Nothing you can do to speed it up. Mainly just learn not to hurt yourself due to lack of sensation. You could burn yourself without knowing it, or cut yourself. Sorry but there is nothing you can do to heal a nerve if it is permanently damaged. but give it time, it may heal yet!

Usually if you get anasthesia locally, you'll got the sensation back because your body will slowly neutralize it...but certain people do have a problem with their body system that unable to neutralize the toxin (anasthesia), you should consult the surgeon that performed the surgery on you and get a legal action.

Try desensitizing your cheek by massage, stimulating it again will help. The stimuli will travel to the nerves going to the brain, and the brain will remember the sensation again and send it back to the nerve and to the skin. Small finger massage - circular movement will do.

Are you sure it's permanent? I had reconstructive surgery on my arm and suffered numbness for nearly two years...but eventually I got all of the feeling back.

You might want to see a lawyer about that.
