it is most likely not from her teeth. take her to the pediatrician. she probably has allergies - post nasal drip, or her throat may be infected. i would definitley get it checked out.

You can brush her teeth with a toddler toothpaste that does not contain flouride and it is available at drugstores. Be sure to brush her tongue and gums as well but you should also have her checked by a Dr. as bad breath can also be an indication of a throat / ear infection... or lastly are you noticing this smell when your daughter has an empty stomach?? Could just be hungry and that is when you are noticing the smell.

Gerber makes an infant toothpaste without flouride and it comes with a soft rubber like brush that fits on your finger for you to brush the baby's teeth and gums. They recomend doing this even if your baby does not have teeth yet. It is good for the baby's gums and can feel good to a baby that is teething. The toothpaste is consumable so it is ok for baby to swallow.

Brush her teeth regularly. You can buy baby toothpaste or "training" toothpaste to use. They usually carry it at the grocery store or drug store. If you don't see it on the baby aisle try the toothpaste aisle. Good Luck!

If the child is receiving a "Bottle" at bedtime of in the night then stop it now.
Milk or juice, if allowed to "pool" in the mouth, can foster rapid bacteria growth which would contribute to tooth decay and bad breath.
Babies generally have sweet breath, so if it isn't a feeding at bedtime issue, then get the kid to his perdiatrician, pronto. It could be a more serious health issue.

You might want to have her tonsils checked. I think they make a toothpaste for babies, too, but if it persists, have her checked. There are a few medical reasons she could have a 'smell'.

there is infant toothpaste out there, use that or use a clean wet rag and clean the teeth.
