How are you saving the bmps in jpeg format? Does the software allow you to control compression level and any other settings?
JPEG is what is known as a lossy format. In order to reduce file size, some data is thrown out. Start throwing out enough data, and the quality loss becomes visible. Sometimes JPEG isn't an appropriate compression format (lineart should be saved as PNG), and sometimes you just need to find the right balance of quality (I find 65-70% works well most of the time).

BMP to JPEG conversion does cause loss of detail as this involves a compression routine
Try to adjust the compression ratio when you save the file, say instead of 70% reduce it by 5% increments untill you find a acceptable amount of detail.
Once you find the right setting, make a note of it for future reference.

BMP (Bitmap) files are lossless, meaning they store all of the information in the file. JPEG files are lossy, meaning they use compression that will remove some of the data to reduce the file size. Try using less compression when saving the jpeg file (if you have the option to), or try using another file format, such as png or gif.

Do you have to convert them into JPEG? Most sites will also accept PNG, which has a lot less data compression.

Dont save them in MSPaint. Try using Photoshop. Save them as the maxium filesize as jpegs. That should solve your problem. It did when it happened to me a few months ago.
