There are many programs that claim to speed up your computer, although I have not find any that actually do so. I would recommend upgrading your memory, as well as backing up your files and re-installing a fresh version of your operating system. If it is an older computer, you may also want to upgrade your CPU

Not so much as download, but perform some housekeeping.
Defragment the drive.
Remove unused programs and files.
If your using dial up, look at getting ADSL/Broadband.
On dial up set the modem speed to no more the 57000, any higher and it causes some lag and problems.
Make sure anti virus and firewall settings are correct and up to date.
Time you downloads so that your downloading during the off peak times for large files, and pick download sites that are on the opposite of yours, eg day time here, download from a site where its night time.

Actually, the key is not to download anything. When your computer lags, it is due to software running on it that is not efficient, or that takes up all of your memory. The way to make your computer the fastest, is to delete everything, and reinstall windows. Then dont download anything that you really do not need so you avoid malware and junk that takes up too much resources

I would try running you anti-virus program, and also your your spyware program and see if it is slow because of that. if there is no spyware/virus then you may need to remove some of your programs from the start up menu.
