I looked over the link you provided. I am not from the UK but I have read where they have taxed fuel so much that it is cheaper to go renewable.

As far as the cloudy and rainy weather goes. You have to add wind power to the mix. When there is no sun there is normally wind. So you have to have a little of both. Plus if you are grid tied you can use the grid as a battery backup so to speak.

The same thing will happen here in the USA soon. The cost of fuel will be so high that it will be cheaper to go solar.

I check all different system of heating out and found that solor panels would save 25% of my heating for my in N/Ireland. They would work ok in Britain, as they don't need the the sun to be shinning, but they work better if you have a south facing roof. The problem I had was that the 25% saving, represented £300 p a, so it was going to be ten years before I was going recovered the price of the panels

I live in Florida and believe it or not solar power is not promoted or common here. I was surprised at Curry's offering the panels. I would love solar power as we have a lot of outages due to hurricanes etc. but the cost would be prohibitive as it would have to be custom.
