I think it is somewhat true... Although there are many users that are under 18 (well, I am 18 LOL) who have a lot of interesting things to say, like Fireater and others :p

I think it's GREAT when kids over twelve take part in the conversations that the adults are having on here....our society is overly-divided along age lines.
But I do think certain topic boards should be age restricted, and I do think the adults should, in general, remember that young'uns may be reading these posts.
