very easily if you know what you want it to look like. all you need is a good HTML web editor. you can use any program that supports HTML to create if you know what code to use where and for what effect use a standard text editor such as microsofts built in notepad and save the compiled page as .htm or .html and upload to your chosen webserver.
if you have microsoft office on your computer you can use word, publisher, or even frontpage (the MS web page designer) all easy to use programs.
see www.softpedia.com for a wide range of freeware utility programs that would support your chosen website design. such as the freeware flash creator program i forget the name now.
you can of course use any one of the miriad of web design tools on the market. if you are new and want a wysiwyg editor then you can go to www.pagebreeze.com and download the FREE program to design your web.if however you want to use the web for comercial purposes you need to pay a small one time fee to use page breeze.
if you want to host then you need software such as a good w3ebserver you can get a freewebserver suite from www.softpedia.com
if you want to set up your own server please take a quick peek at the as yet unfished webpage on my server. however a lot of the links to download from my server are not working (due to band width limitations i removed them for now) but the links to the publishers still work or are supposed to be working.

Open a new text document, write something on it then save it as yournewpagemame .html.
Get HTML kit or NVU (both free) or Dreamweaver (not free) and play with those a bit,
