It is a camera that will attach to your computer, you can used it to allow the world outside to view whatever the camera is viewing, you can also take and capture stills with it. Audio can also be added with these. They are pretty inexpensive and the software usually comes with them. I have an Intel camera, it does a pretty amazing job for its size and cost.
