If you're referring to an inkjet cartridge, it can quite likely be recycled. Staples usually has a bin to toss them in.

Thermal fax ribbons can't be recycled unless you want to buy new replacment ribbon rolls and reuse the old carrier yourself.

They're not the best thing to toss in the trash, but that's about all you can do with them.

Your local city/county government should be able to tell you where there is a toxic/hazardous waste drop off site. Just give them a call.
Since you are going to the trouble to ask this, I'm sure you won't throw it in the garbage , as suggested by someone.
