You need a new monitor.
Get the biggest flat screen you can afford because in the next three years we'll be watching tv on our computers.

Usually that is caused by electrical waves coming from an outside source.
Is that corner close to a speaker, subwoofer, power strip?
If you move it to the left, does it stop?

Dorthy : it's usually something called " Screen Vibrations"
caused by unsetteled statict like eletrical storm !

Your monitor might be getting ready to DIE (the picture tube is going to literally blow) In not exaggerating! You might need to get a new one before. Watch it carefully because it could spark a fire!

it could be your video card, or more likely problems with the monitor itself
