It usually refers to makeup that isn't sparkly. Matte eyeshadow or lipstick would be color without the sparkles. The sparkly stuff is often referred to as frost.

matte colors are colors that dont have a shimmery, glossy or sparkly look to them

matte is a type of makeup.. its like regular kinda its no shiny or metallic or anything its matte like plain
