All public transports (except taxis) will be free from 3pm on 31/12/06 until maybe 5am 1/1/07. I have attached the link from That's Melbourne website for your info.

public transport, (trains, trams & busses) are free from 3pm on New Years Eve, and remain that way until around i think 5 or 6 am on New Years Day.
