a. It is the easiest state to get to from Asia. Plus, California is known for being very lenient with immigrants. (Legal and illegal.)
b. Historically, there were a lot of Asians already in California that were left over from the railroads. When a significant amount of Asian immigrants started entering this country (which happened relatively recently) many went to areas where they had friends, relatives, etc. or ethnic areas with a lot of Asians in general. (California.)

As people above said, a few reasons:
1. The main point of entry from Asian countries is California
2. The majority of the work force in California during the Gold Rush were Chinese (although there were subsequent laws passed to restrict Chinese immigration).
3. A lot of Japanese immigrated from Hawaii at the turn of the 20th century as laborers (and restrictive immigration laws also passed).
4. Post WWII, Chinese were given refugee status when immigrating from Communist China.
5. In the 50s, anti-Asian immigration and land ownership laws repealed.
6. In the 70s, diplomatic relations opened up with China, allowing families to immigrate to join American residents.
Fun facts: The state with the second-highest Asian population is New York. The state with the fastest-growing Asian population is Georgia.

It could be that California is the closest State there is to Asia, as far as distance is concerned. It's all a matter of geography.

There's lots of Asians in Portland, Or and Seattle, WA as well. It's because the West Coast is much closer to Asia than the East Coast. And if you landed in California, wouldn't you want to stay there?
