Thats assuming NASA builds bases first. That may not be the case. The europeans have base designs that could be started far sooner than anything NASA has.
Eitherway it makes no difference, you would need to construct a complete atmosphere from scratch, unlike mars where we could scrub the atmosphere and theoretically mirror that of the earth (afterall the ozone layer is made of cfc's which of all mans exploits we make them better than anything else!)

I am afraid we can't breath in the moon. reason why is because there is no oxygen for us to live on.
when I say oxygen I don't mean pure oxygen as pure is toxic to us. I mean oxygen and other gases.
most of the nasa projects will be completed at around 2020-2025.(landing of the moon-landing to mars)

No. We will not be able to manufacture an atmosphere on the moon. It would take huge amounts of air and the gravity is so light there that it would not be able to concentrate the air at the surface enough to provide a breathable atmosphere.

No it will not be possible unless NASA are prepared to construct and dome over the moon base and artificially create an earth atmosphere.

Hi. The Moon is too small to have enough gravity to hold an atmosphere on it's own. We would need to live underground in sealed spaces to be able to breath. If this is what you mean, then yes.

Possible with in a boundry.Agae would be used to generate oxygen which needs sunlight and a substrate of minerals which is plenty in moon.Only thing we have to take from home is water...
