Yes through a peer to peer network (ad-hoc mode). Basically a computer that is hooked to the internet (via dsl/cable)and has a wireless car/adapter.

You set up a p2p network on that computer and share the internet through the wireless adapter. Either make it an open (no password needed) or closed/encrypted (password needed).

Set up your psp for ad-hoc mode and detect your nework. Than surf the net. (I know I make this sound simple but it can be a little tricky to set up the ad-hoc network but you will get it.)
