Toa= toe uh
I would guess some kind of Hawaiian or polynesian maybe.

i'm not very sure how it came about. but, there's this place in singapore called toa payoh.

it is pronounced as tua.

Toe-ah

As in Krakatoa (the volcano).

And it possibly might be Indonesian, Polynesian or some other islander nationality.

Maybe if you stubbed your toe really hard then you could say "Toe Ahh!"
