I've heard that Kohl's has good sale racks. However, I've never really been. Most of my clothes are second hand. Even the stuff I bought new cost under $10 and likely on clearance. I'm not keen on retail, but prefer second hand as I figure it's not only much cheaper (I have whole outfits that cost under $10), but ecologically, and sociologically sound. If I go to a thrift store, my money is doing something good, not padding the pockets of some gazillionaore CEO.
But, this is my opinion.

There are consignment shops in most towns and cities. Many professional people purchase nice clothing but only wear them a few times until they send them to a consignment shop. They also buy from there. You can get some extra nice clothing plus a great price. Many consignment shops carry clothing for the whole family. Good luck

Fashion Bug, Target, Sometimes they have cheap stores in the mall too. Try clothes stores that are in shopping centers that are not in malls. They have the cheapest clothes.

anything from the brand of one clothing or ross, it sounds like a really cheap store, but the clothes are all pretty new and they are really good quality and cute. you could even find some designer clothes for 75% off. its not a second hand store. they come from macy's, jcpenny's,nordstrom ect.

well,if you live in Virginia or any state near there, you can go to Potomac Mills. it's a HUGE mall and it has TONS of outlet stores including Old Navy, and Nordstrom. I'm not sure where it is, but maybe you can try potomacmills.com and if that doesn't work, search on google.com for Potomac mills and you'll eventually find their website where you can find their location. hope i helped!
