The intent behind why we do the things we do is usually only beknownst to us. We can have bad intentions, but display very good and positive actions and vice versa. So ultimately if falls back on who your directing your question to? Are you directing it toward the receiver of the action? Or the person having the intentions? That would make a huge difference in how I'd respond to the question.
If I were the receiver, the action would mean more. Because that is what would directly effect me.
If I were the one with intentions, having known they are GOOD ones, I'd try really hard to make sure my actions correctly reflected my intentions, and if they were still misinturpeted, then at least I knew that I had tried.

You need both to have the meaning. Intent is the morals, which the intent is the meaning behind the choice which could be bad or good. The action is the choice, which can be bad or good whether or not you want it to be due to everything being unpredictable.
Intent serves no purpose without action, while the action is pointless without intent. I would say ultimately the intent means more because morals define who a person is.

For me, it's always the intent. If my actions were to mean more than my intent, I'd be in some serious trouble with people, I'm pretty sure of that.
