Why are some men not doing that?
Why are some women doing the same thing?
The answer is specific to each person/couple.
From a personal perspective, young women are not as interesting as more mature women. As one ages looks become meaningless. Life experience is more important than anything else. To have someone that you can actually talk with is important. The young are at best two dimensional and mature people have dimensions and facets which are multiple and deep.
Looking at the other answers, it would appear that most answering are young themselves. Of the 40 to 50 men I know quite well there are manybe two that have had a relationship outside of their marriage. Although it isn't an excuse, both of those two had marriages where they were more as brother and sister than a married couple. I also knew some women in the same situation.
Part of this (I believe) is a generational thing. Three of the men I know have been married in excess of 50 years, I've been married nearly 47 years, only two are on a second marriage. While what the question assumes obviusly happens, it is far less common with my generation.

Sometimes the truth isn't what we really want to hear, but SillyKimm has a point.
If my wife would put as much effort into looking nice and doing fun things with me, stroking my ego and pleasing me in the ways she did a few years ago, I wouldn't have any reason to flirt, because those basic desires would be satisfied at home.
If I thought it would do any good (and I could get away with it) I'd destroy every T.V. in the house and burn every pair of sweatpants she owns, just so I could see her wear something cute every now and then and have some good, healthy conversation like we used to. Oh, and I would have daily "PT" (physical training) like we did when I was in the military. lol
Okay, yes, I'm venting, but you get the idea...!

The same reason older women flirt with younger men. Everybody tries to stay young forever.

Any number of reasons. One is that they (older men) are beginning to wonder if they still "have it", if they are still attractive to younger women. It is a sign of insecurity, a feeling of pain for lost opportunities9ties. Sometimes it is simply looking for another woman because they are having trouble with their current relationship. You might not see their eyes looking at contemporaries. But let's face it, younger people look prettier/handsomer than older. Personally, I think if you look at what a man seeks it tell you a lot about the man.

By nature ageing horses look for younger/fresher grass! Or perhaps the wife, besides getting older, has turned out to be a ******.

Lol, because men think that the younger woman makes them feel young, but only until that younger woman looks at another guy her same age, and then he feels like a really old geezer.

Could be a genetic thing. Men are genetically coded to procreate - a young woman is more likely to be fertile. Maybe it's as simple as that.

Because those men think they're getting younger and more sexier by the minute and refuse to do a reality check.
