Alot choose not to because they don't know how they sound. They do however have a sign to show laughter.

congenital deafness has nothing to do with the vocal cords. Deaf people can and do "laugh out loud". It often doesnt sound like a laugh of a hearing person....all vocalizations are a learned trait. We vocalize as a baby and we start to gain control of our vocal cords and our mouths etc in order to produce the correct sounds. People born Deaf never hear themselves so they tend not to vocalize as infants as much.
Most Deaf individuals choose not to vocalize. They can, but choose not to.

A lot of deaf people also can't speak, it goes hand in hand. They actually don't have a voice box.
But some deaf people do have a voice box there the ones that do can laugh out loud.
They all have feelings and we should respect them and love them just like everyone else.

Deaf people laugh when they see something that amuses them like you and me, and they sob when they cry, just like you and me. Not hearing themselves laughing or crying, does not cause them to laugh and cry silently.
