Your computer is encountering a system error when it tries to shutdown.
It would be useful it provided some kind of error message on a BSOD (blue screen of death) but there is a setting to make it reboot on system error. The link below tells you how to change this setting... Once you have done this, when you shutdown, you should gain a little more information related to the problem - a 10 character code in a message (say) like this:
STOP 0x0000007F (UNEXPECTED_KERNEL_MODE_TRAP).
Now hold the power button in, to switch off. Then restart...
Google (or yahoo) the 10 character code.
You should (eventually) find more information about the problem and usually at least one workable solution.
Good Luck!

usually when a pc is not shutting down normally there is something wrong for sure. There is something running in the back ground that's not shutting down. do ctrl alt delete , check the processes that are running in the back ground and applications. End the processes there or applications there. You can do a msconfig, click on startup, remove everything you don't want to start up at the beginning, in there , there may be something running int he back ground that you don't see. Like Norton's Internet security or firewall or something like that.

If it continues to do it and you fell the problem must be sorted I would give a forced shut-down by holding the power button, if that doesn't work then, I know its mean but just turn off the power.
But I thats just me, not sure if this damages the pc, but it cant be good. I hold no responsibity for what you do though.

Sounds like an application is still open and prevents shut down.
Press crtl+alt+del and check applications that are running. Maybe something in there is hung and needs to be shut down manually.

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
