make a picture, well to adhere the pictures i used spray glue an now they are framed. well now i see they glue is lifting up inside the frame, so im going to have to take it apart an figure out how to keep it from separating. any suggestions on how to keep collagues tight to the paper? like lamanating or special glues? im even willing to think of new framing ideas, anything to make this work

Spray glue will work best - make sure yours is not solvent-based, and is acid-free. (Solvent-based glue would eventually discolour your paper.) Use an even spray motion that extends past the edges of the paper, then spray again in the other direction. Weight down your collage overnight to be sure it adheres on all surfaces.

Otherwise, you could use a product called Podge, or Polymer Medium, as both glue and top coat. Be prepared to see the paper wrinkle as you wet it. Smooth it out to get it into place, then cover it all with wax paper and cover with a weight overnight. Top coat it after it's completely dry. Caution - this method will probably cause your support to warp. That's why a good spray glue is best.

Laminating works only if there are no air bubbles beneath the images and all the edges are glued down tight - so I would NOT recommend laminating the collage that is currently lifting.
