i would use ebay, but there's no proof if the plates are actually inactive or not.

I go to the auto salvage yard. A Friendly salvage yard where you can pull your own parts.( I collect plates also)! I only have 10 different states. I have antique VA plates.I got most of mine from the salvage yard.And friends give me plates!

actually ebay is a great place to go. all of the plates are too old to be active.

although i understand your beef w/ e-bay it's the only search that kick's up. try a reststop.
