I went to Tools > Internet Options > Security > Restricted Sites and added it on there, but I can still access it.

I want to block the website in its entirety so my siblings can't access it and spend hours on my computer wasting time.

If you have a Firewall, you can block it there in the Domain filtering. That may help, but they can still use proxies to get around that. You'll then have to block the proxies (and there are hundreds of them) which is probably unmanagable.

A firewall keyword filter may also work, but then other sites that mention myspace (like this one) may also be blocked.

You can always tell them to stay off or assign a password so thay can't use the computer al all.
