They need an international passport from Russia to travel abroad. To get to the US they need a travel visa issued by the US which is very difficult for them to get. They must have some of these requirements. Money in the bank, well paying job, children at home, or own property in Russia.
In addition to this someone from the US must write a letter to the US consulate agreeing to sponsor them while they are here.
So the answer to your question is no.

Besides the obvious as a passport and a ticket she needs a US visum, issued by the US consulate. See their website for what is needed to obtain a visum. However, the US regularly refuses to issue visa to single Russian women, especially when they are invited by a single American male.... Ways around this can be taking a tourpackage from a tourist agency, or get a Russian, living in the US, inviting her. Doesn't guarantee succes, but might help.

As it was mentioned before, it is very hard for a single Russian girl to obtain a visa to visit the U.S. on her own. This is due to the amount of women in the past who have overstayed or never returned to Russia and stayed in the country illegally. Your best bet to obtain a visa is to be part of an organized tour group or applying for a student visa. Find some junior college in the area you want to visit.
