Cell line means just all the daughter cells derived from one cell, originally. Strictly speaking, cell culture is not a good synonym because you could grow an heterogenous population of cells, which would not be a cell line.
Most cell lines available are derived from tumours as normal primary cells can't survive in culture unless they are immortalized (like the 3T3 fibroblasts from mouse)
Now that I think of it, I don't think there is a synonym for "cell line"....

As far as I know, cell line is most generically used in biological science. Possibly clones, but that refers more specifically to transformed cell lines which are stably expressing a transgenic component. If you're writing something and are fed up of using the same phrase, the best piece of advice that I've received is "don't worry about using the same piece of terminology again and again if it makes your sentence correct, scientific writing is all about being concise." And if you're having problems looking for information on a specific cell line, try the ATCC database which is amazing. Or you can always fall back to the old faithfull of PubMed

In bacteria, we would use the word strain. I would just use the word cell line. It's the word most used in the scientific literature, and in science, they don't really care if you try to use a fancy synonym for something that already has an established name, they'll mostly just ignore it and keep going on using the old name.

Cell culture really refers to the growth and maintenance of cells, rather than a specific type of cell.
Cell line is the common terminology used by people in the field to represent a specific lineage of cell, and lineage is a derivative of the word 'line'.
