I'm interested in creating a site like this, on a smaller scale though. I saw an RPG maker on download.net, do you download that and work with that? Help please.

An RPG maker is a basic place to start but you need much more than that to build a true online experience.
To create a game like this you need a high level of programming knowledge and experience. I would suggest that you first spend some time coming up with the concept that you wish to create and then start studying which languages would support the things you wish to create. Then learn those languages, get a hosting company and start building your website.
