Im having a heaven and hell party, and need fire for hell. Does anyone know a way to make fake fire out of tissue paper, or construction paper? Not just a cutout or printout..but something kind of 3-d.

If you take red and yellow silk or other super light weight fabric shred it and put a fan under it. You get an awesome effect. You can do a more generic version with tissue paper. Red light bulbs in the room would look cool too.

I would cut long strips of red and orange tissue paper. I would crinkle up the tissue paper and glue it sticking up to some sort of base, like cardboard. I might even add gold glitter to the tissue paper to give it a bit of a shimmer!

Hope that helps a lil' to get your creative juices flowing! :)

Sounds like a great party! Have fun!
