I'd be VERY concerned. Normally, you wouldn't see this unless moisture existed under the siding, and that is not a good thing. Go to your home improvement store/lumber yard and buy a siding removal tool and pull off a section of siding. You need to see if it is wet. If it is, you've got a leak, and I'd be on that one like a duck on a june bug. Check first and make sure that your gutters aren't plugged and overflowing when it rains. Water can chase and even run on horizontal surfaces. If your underlayment or celotex is wet, it may need to be replaced, or your siding removed to let it dry. In any case, you need to hunt down the leak...if there IS a leak. Start with the inspection. Good Luck.
