You could try to marry a VERY rich guy! Seriously though all is a small word with a big meaning, I am a professional gemmologist who has been collecting for well over 40 years and I don't have all.
A good idea is to get an informative book about gemmology and learn about the different groups of stones that are used as gems. You can buy small, low quality examples of of most types of gemstones at rock shops and on sites like e.Bay for a few cents each (or buy mixed bags and have fun trying to identify which is which). As you go on you will learn much more and also be able to find better and better bargains using that knowledge. This way you will slowly build up an interesting collection.
A good idea is to find a particular group of gemstones and to collect the varieties in which it comes - quartz is a great one for this as the varieties are nearly endless and often very beautiful as well as not being in the top price bracket.
