Everytime you install a Windows Update, an uninstaller program is included - just in case the update crashes your computer. You can safely remove them if you are sure the updates are working fine.

yes if your computer is running ok they are the backup's of your system from when you updated windows, they are there for you should you wish to go back to before you updated, should anything have gone wrong.

no, these files may have files that are important to a game or games, windows (your OS), a typing program, etc. my suggestion is not to mess around with the files in drive C:\.
