Hmm what about Ziggy Stardust, That would look cool, with that lightning flash over the eye and a red wig. Jimi Hendrix, wear a big fro on with a scarf and velvet suit. Ozzy Ousborne, long blak wig, purple shades. Slash, A huge curly wig all in your face with a top hat on, easy to recognise. Theres Alice Cooper too and Axl Rose from Guns n roses, thay are all easy to recognise. I've got a link with 80's rockstars on to give you inspiration. Oh what about one of the sex pistols-union jack t shirt with geled up hair and some safety pins. It sounds a good party! can I come??
Go with Motley Crue-Nikki Sixx, he has the black marks under his eyes, big hair and bandana, that'd look awesome.

I have to agree with Alice Cooper. Since it's "fancy dress" it would be easy to just put on eye makeup and wear tails with top hat and cane. Fabulous!
