all the answers saying to get a PCI to USB card are not fully correct (only the principle is correct). why?
if your computer has no USB connectors it must be quite old and therefore the latest PCI to USB cards won't work. the most important thing is - the card must be compliant with the older PCI versions 2.1 and 2.0 (don't confuse it with the USB versions 1.1 and 2.0). all the new cards are only compliant with the PCI version 2.2 and therefore won't work in your PC.

you have some options -- the least expensive one if you can handle a screwdriver is to install a pci card in one of your computers' pci slots. takes 5 minutes and windows picks it up right away. someone makes an adapter which plugs into a serial port but that was expensive and doesn't make a lot of sense to slow down a usb port. printers these days are all Usb so you may as well go the pci slot way. Pictures of motherboards with pci slots are available from Tiger Direct or from "buildyourownpc.com"

I don't think there is an adapter that will do what you want it to.
What you need is a USB card. You can get them at any computer shop or online. It is a card that you install into a PCI slot in the computer and usually provides 4 USB ports.
I have included a couple of items in the sources that should work from one of the sites that I shop at.
You really should think about retiring that old computer. It has be to be about 8 years old to not have USB ports on it. I have some computers from the late 1990s and they even have USB ports.

You can get a USB card that installs in your PC. Usually they're no more than about $20. Pretty easy to install - open the case, plug in the card, close it up, and you're good to go. Windows (unless it's REALLY old) will recognize it automatically when you turn the PC on again.

Dude if your PC dosnt have usb it probably wont be able load your picture software, and if it does it will take way to long to load pictures. Go buy a $200 pc some where that will run it.

while you can do a conversion, why not just get a new usb card? that will solve the problem, as well as provide you with better functionality for newer hardware you may want later.
