Is it becuse it gets no sunshine,all year long???

Maybe because there's a lot of blood close to the surface which makes it such a sensitive area. Interesting question.

Sunshine tends to darken skin, as with tanning, so I don't think it's the lack of sunlight.

So they stand out better visually?
To give the nads better UV protection?
Probably every advantage you can think of is a factor. In evolution, everything counts.
