Don't listen to these negative answers....this is a very good question. There is already controversy on where Saddam is or who has possession of him..the Iraqi's or the U.S. Military. Nobody seems to know and this is very unusual situation for somebody who is about to be executed. My guess is that you could be very close to being right. They will hang someone in Saddam's place. Then they will ship Saddam to a "safe house" under military control.

Of course it will be Saddam - the Iraqis are hanging him and I strongly suspect they won't be fooled by an impostor.

No. What is this with all the conspiracy theories? The USA didn't decide Saddam's death penalty, the Iraqi court did. They know they have the right monster.
