Anyone any idea what this means. It comes up everytime I start my laptop. As far as I can tell it is not affecting the way the computer runs, or at least not on any programs I use. It is running windows XP. I click OK and the computer continues to load as normal.

The only reference I find to that dll is spyware. It sounds like your spyware software deleted the file but did not remove it from your registry. Start regedit and do a search for the registry entry and delete it.
