Not grow a penis, but some women are born with an internal penis. I think that all babies start to develope a penis and than if it is a girl it turns into the clitoris,but don't qoute me on that!

In a way...... When women take steroids the clitoris grows, sometimes up to 4 inches. When a woman is aroused, sometimes her clitoris becomes engorged, very similarly as in a penis. So, this would still happen if her clitoris has grown to 4 inches, though it would not be as hard as a man's penis.

Women can have masculinized genitalia, which sometimes looks like a miniature penis. This depends on how much testosterone the mother produces while the fetus is developing.
Masculinized genitalia generally is an enlarging of the clitoris and can appear like a nub.
Female hyenas have penises.

The clitoris is essentially the same organ in a woman, but it doesn't develop the same way as in a man. It can be augmented by surgery to create a 'penis' - this is done in female-to-male sexual reassignment.
A woman cannot develop a complete, functioning penis.

Testosterone in high prolonged doses causes an enlarged clitoris but not even the highest amount in the world could make you grow one.
