You need to live somewhere that is (1) near a job, (2) affordable and (3) safe. In Southern California, the jobs are primarily in Orange County, LA and San Diego with a few in the inland cities (like Ontario).
My suggestion is to focus on employment first and then get an apartment close to your job. You should be able to find a nice, safe apartment anywhere in Southern California for under $1,500 per month.
As for cheap areas that are decent, here are some choices:
1. Inland desert areas (Apple Valley, Hesperia, Ontario, Redlands, etc.). The Lancaster/Palmdale area is OK, but it has high crime, so you need to pick the right neighborhood.
2. If you don't need to commute every day to work, Bakersfield has good home values. If your job is in Northern San Diego, try Fallbrook. In Southern San Diego, try El Centro.
3. If you work in Orange County, try Riverside communities like Norco. They are relatively expensive but less so than Orange County.
In Northern California, new suburbs South of San Jose are relatively affordable.
In Central California, look into the new developments on the outskirts of Fresno and Sacramento.
If you factor in your earnings potential, commute time and all of the associated living expenses, you will find that the difference between areas is not that great. That's why you need to live near the best job opportunities. That is far more important than the lowest rent.

I been Trucking awhile, Been everywhere in Cally, Lived in Thousand Oaks myself. Very expensive in the LA area,and most of the coast.Try the desert! Got to have money girl.GOOD LUCK!

Bakersfield, Porterville, Visiala, Colinga, Lemoore. None of them are pretty, but all of them are cheap. Of course, there aren't a lot of jobs in the smaller ones. Oh, did I mention, they're HOT in the summer?

anything in the far north of the state is fairly cheap. everything south and the bay area are way overpriced.

under the san fransisco bridge!
my step sister lives in oakland and she likes it alot there. she just got out of school and so did he roomie. so they don't have a lot of money. so i think it's cheap and nice

the central valley is pretty cheap
fresno...madera...modesto..tulare...selma
those areas...i dont think they are the safest though
