This is a really dumb question I know, but…
I have read that in order to grow plants you need at least 2 watts of fluorescent light per gallon of water. I have a 29 gallon tank, which means that I need about 60 watts of light. The light that came with my tank hood only has a 20 watt bulb. I have been to 2 hardware stores and 2 fish stores and neither one of them sells fluorescent bulbs higher than 30 watts.

My question is; where do I get 60 watts of fluorescent light so that I can grow plants?

A 30 watt bulb should be sufficient. Your tank probably also gets some sunlight, which counts. And, you can leave the lights on for a couple of hours extra. The plants will do fine.

double-tube hoods are apparently available.... but most aquatic plants I have dealt with in a fresh water tropical tank require very little light to thrive - as long as they have some form of fertilizer - natural (droppings etc) - or added. Mine go nuts in a 20 gallon tank with a 15 watt 'floral' bulb (BUT they also get some daylight! - especially late afternoons). If your tank gets a bit of direct sunlight or is in a bright location, then that makes up for a lot of artificial light!

Lighting is only one small aspect. Injecting CO2 and nutrients are huge parts. I had a great link but the site is apparently down.

The term used for these magnificent tanks is "nature aquarium" and the master is Takashi Amano. Do a search for these and you will strive for greatness.

well most plants will do fine with/without the light. but make sure they do get natural light {which is the most healthiest.} and do realise that if you put too much light you will be starting to grow green algea. which can take control and kill your water plants. So Not to much light.

Any decent aquarium shop will have a double fluorescent fixture, which runs 2 x 30w (or something close).

you don't actually NEED lighting. i have 2 betta fish (breeding) and i don't have a single bit of fluorescent light above the tank. all i have is a plain 5-gallon tank in a light room.
