Yes, you have been admitted. Congratulations. ALL of the Cal States, by the way, grant what is called "provisional admission." This is because they ask applicants to self-report their grades and test scores. It does not mean that your grades/test scores haven't made the cut, just that they now want you to prove that the GPA and test score you reported on your application is valid. Once you decide to attend, you need to submit your final transcript and test scores, and then you will no longer be provisional. Your high school guidance counselor can explain what other steps you need to take if any.

You should have received a letter telling you the provision. It does mean you will be able to go but they either still need something else from you or you will have to attain a certain GPA your first semester or two to stay in (which you have to do regardless) but this provision might be a higher GPA. You need to find out the provision so that you can do all that you can to stay at the University.

Provisional admission means you are admitted to Baylor when you send them the documents and get advice and assistance to pay the tuition. It may have to change or not. In your first year, you will have to show that you have become adjusted to Baylor's student life, You will accept that Baylor is serious and it seriously conducts your education. Then, you should get involved in Baylor activities such as clubs, intramural sports, or other extra curricular activities outside of your college courses. Remember also that the Baylor dormitory is where you meet some of your college friends. Choose them carefully if they have similar values to your own. Please don’t become too anxious about a major area for your college studies at the beginning of your Stanford life. The college advisers will help you with that later in your first year and the beginning of your second year. Try to go to any or all of the Baylor's college libraries to help with your studies when you do reading and studying. Try also to meet as many other Baylor students as you can in the academic settings and the settings that your university provides for you. If you will ask about regular admission, it still may mean what I think it means. Admission to Baylor has already been done, and you can go on to complete your college education.

Usually that means that they're still waiting for something. Are all your references/grades/test scores in? "Provisional" generally means unless there is a nasty surprise for them in something that is still outstanding, you're in. Congratulations!
