There's no absolute forumla for this; scripts can move more quickly or more slowly depending on the density of the writing, but...
I've always used the one-page/one-minute forumla as an approximation.

about 1min. per page for any script, thus aprox. 22 pages should allow for commercial time. There are books on script writing out there that are good resources. You could search online for such information, too.

The standard, I believe, is roughly 2 minutes per page. So write 30 pages, and go from there.

It's generally accepted that each page is roughly a minute long so depending on time taken away for ad breaks there's your answer =)

I'd say probably about 46 minutes (plus or minus) to allow for commercials.
Don't bother writing the commercials though, that's someone else's job. ;)

north american tv requires a limit of 22 minutes per half hour.
