Sounds like your father has issues but he is still your father and it is his house.

Make a deal with him. Get one of the small storage barns/houses for the corner of the backyard. He can keep anything he wants in there but not in the new backyard and front yard you are going to landscape.

If worse comes to worse, an anonymous call to the Health Dept may solve your problems of getting rid of stuff. But be aware that notice is usually for 48 hours and could involve a penalty if the yard is not cleaned up.

If of age, move out. If not, learn to live with it. What does your mother say? If she goes along with her husband, you have no say in it. Its not your house or yard. My father filled out back yard with stuff also. His were job related , that made it a bit better. I never let my husband follow suit. Good luck

Call the city housing inspectors. If there is one where you live, they will send him citations and make him get rid of the stuff
