Community colleges usually only require a Masters degree in that particular subject matter. There are some exceptions, especially in subjects where it is difficult to find qualified teachers (IE: a foreign language instructor).

Universities almost always require a PhD in the subject matter. Except for religious "universities", which are privately run organizations, and can do whatever they please.

At the junior college where I work, teachers must have a B.S. at least in order to teach courses. Most of my friends who teach above the Junior college level have at least a M.S., but a Ph.D. is preferred. I believe that qualifications vary from state to state as well as from school to school.

I had a cousin in Minnesota who taught at a community college, all he had was an associates degree. They gave him the job because of what he knew from a job that he had held.
