Yeah, just about. They can symbolise friendship. Some people get two turtle doves, give one to a very good friend and keep the other as a sign of strong friendship.
In "The Twelve Days of Christmas", however, they symbolise the Old and New Testaments. Though according to Zondervan's "Twelve Days of Christmas", the story behind the favourite Christmas song, this is a reference to the two turtle doves sacrificed that Joseph and Mary brought when they presented Jesus at the Temple. (Luke 2:24).

Love and peace. Right at this moment I can look out of my window and see several doves who live permanently in my garden. There are two pairs who have already started mating and gathering nesting material. On the day that one of the most evil men we that we have known was executed; there are four birds of peace preparing for new life.

They come from the story of Mary & Joseph being too poor to offer a proper sacrifice, so a poor man's offering was two turtle doves.

I had all those last year but my turtle doves got my french hens pregnant and my partridge flew away. Now I have thirteen turtle hens and no partridge in the pear tree, although the pears are quite tender and sweet.
